The setting up of the Centre for Health Protection (CHP) under the Department of Health in June 2004 represented a new milestone in the public health system of Hong Kong. Behind the establishment of CHP, tremendous efforts and contributions were made by various parties in a process which entailed a thorough analysis of the current health protection mechanism in Hong Kong SAR, identification of gaps and assessment of various means to overcome the hurdles, and finally the building of a CHP that can best serve the community.
The CHP has played a pivotal role in developing the capacity of Hong Kong's public health system to deal with various important public health challenges. On a day-to-day basis, the CHP focuses on expanding the disease surveillance network with the aid of information technology, strengthening infection control, enhancing laboratory diagnostic capacity, conducting risk communication and health promotion, developing applied research and training programmes, and preparing emergency response plans. Combating non-communicable diseases (NCD) is also an important part of CHP's mission. The work includes surveillance of NCD, as well as promotion of healthy lifestyle and other initiatives aimed at encouraging healthy living in the community.

The CHP cannot function entirely on its own. Its work is supported by collaborative partnerships with stakeholders, and multi-disciplinary programmes on specific diseases and health threats, with professional expertise drawn from various sectors of the community.
CHP's commitment can best be summed up by 3 'P' s:
Protect the health of the community
Promote healthy living
Partner with stakeholders
The CHP has come a long way since its inception. The task ahead is to consolidate the achievements made and build on the firm foundation established. With the support of our stakeholders, and cooperation of local and international partners, we are confident that CHP is prepared for the challenges ahead.
