The Government has launched the one-off Human Papillomavirus (HPV) vaccination catch-up programme for female Hong Kong residents who were born between 2004 and 2008. This time-limited programme would be implemented in three phases from 2024 to 2026.

As recommended by the Scientific Committee on Vaccine Preventable Diseases, each eligible female can receive two doses of vaccination, while immunocompromised persons can receive three doses of vaccination (all three doses are free of charge) under the Government Programme.

First Phase - Arrangement for Full-time Secondary Schools


The first phase of the Programme commenced on 2 December 2024.

Targeted recipients are full-time female students (including secondary sections of special schools) studying Secondary Five or above (or an equivalent grade) in Hong Kong. Schools would engage participating outreach private vaccination teams to provide free HPV vaccination service to eligible female students at schools. For more information about the arrangement of HPV vaccination at secondary schools, please contact your schools for details.

For eligible female students who are studying in secondary schools not arranging HPV catch-up vaccination school outreach, please contact School Immunisation Team or Students Health Services Centre for HPV mop-up vaccination.

Second Phase - Arrangement for Local Post-secondary Institutions


The second phase of the Programme has commenced in March 2025.

Targeted recipients are female Hong Kong residents studying in local post-secondary institutions or universities who were born between 2004 and 2008. Participating institutions could choose to provide catch-up vaccination services to eligible female students at their healthcare services clinics or arrange outreach teams to provide service on campus.

Third Phase - Arrangement for Eligible Females Born Between 2004 and 2008


The third phase of the Programme has been starting from 26 June 2025.

Targeted recipients are female Hong Kong residents born between 2004 and 2008 who have not yet completed their HPV vaccination.  Eligible female Hong Kong residents with eHealth registered account can make their appointment at Women Wellness Satellites (WWSs) / WWS Service Points or designated District Health Centres (DHC) / DHC Express under the Primary Healthcare Commission (PHCC) of Health Bureau to receive free HPV vaccination.
