Basic Infection Control for Property Management - Chapter 7: Handling of Suspected Novel / Severe Emerging Infectious Diseases

Ching-yee, not only should we keep our hands clean
Familiarise ourselves with donning and doffing of PPE
Keep the environment clean and perform pest control, we should get prepared
to handle cases of emerging infectious diseases all the time

The Centre for Health Protection has reported that 
a man with recent travel history to affected areas of a novel infectious disease
has been admitted for being unwell with vomiting
He is suspected to be infected with the novel infectious disease 
The case has visited a local shopping centre after returning to Hong Kong
The Centre advises citizens to remain vigilant and adopt appropriate health precautions
to maintain proper personal, food and environmental hygiene
Mr Fong, the suspected case has visited a location near our shopping centre
Do we need to get prepared?
Ching-yee, that's a good mindset
First I would arrange Chun from the Security team to closely monitor the security cameras
for any abnormalities in the shopping centre
Report to the security for any suspicious activity in the centre
so that the area can be cordoned off
to prevent further spread of viruses
Ching and Kit, let’s run a drill on the 2nd floor of zone A 
We can teach Ching-yee and refresh our memories at the same time

and prepare the cleaning trolley and PPE together

Don't forget that we should have donned a full set of PPE 
before entering the cordoned off area

Drill: Environmental Cleaning and Disinfection for Suspected 
Novel / Severe Emerging Infectious Diseases
Let me explain the proper cleaning procedures 
All potentially contaminated surfaces or items such as elevator control panels, door knobs 
should be disinfected with 1 : 49 diluted household bleach 
(mixing 1 part of 5.25% bleach with 49 parts of water)
Leave it for 15 to 30 minutes. Then rinse with water and wipe dry
In this case, a higher concentration of bleach with 1 : 4 diluted household bleach 
(mixing 1 part of 5.25% bleach with 4 parts of water) should be used for disinfection
Used forceps and disposable towels must be discarded in a lidded rubbish bin
Disinfect the contaminated area and its neighbouring 2 metres 
with 1 : 4 diluted household bleach (mixing 1 part of 5.25% bleach with 4 parts of water) 
Ching-yee, vomitus should be wiped from the outer area towards the centre
Do not do it in the opposite direction
Used mop head must be discarded in a lidded rubbish bin
Wait for 10 minutes, then rinse with water and wipe till dry 
Remove the PPE after completion of environmental cleaning

To remove PPE. First, we should take off our gloves 
Grasp the edge of the glove and pull out the glove
Hold the removed glove with the gloved hand
Slide fingers of the ungloved hand under the remaining glove at wrist position 
and peel it off gently
Discard the gloves in a lidded rubbish bin
Perform hand hygiene
We have to rub the palms

To remove gown
First untie or detach the velcro tab at the neck
Pull the gown downward from your shoulders
And then untie at the waist
Keep your arm straight when removing the sleeves
Grasp the inner part at the opposite collar with one hand and pull out your arm slowly
Use the free hand to remove the other sleeve
Keep the gown away from your body
Do not touch the outer surface of the gown
Roll it inside out in a bundle
Discard into a lidded rubbish bin
Perform hand hygiene
Palms, back of hands, finger webs, back of fingers, thumbs, finger tips and wrists
To remove cap
Lift the cap upwards and backwards
Discard into a lidded rubbish bin
Perform hand hygiene
Palms, back of hands, finger webs, back of fingers, thumbs, finger tips and wrists
To remove face shield
Avoid touching the surface of face shield by holding the strap only
Lean your body slightly forward and take off the face shield in a forward direction
Keep the face shield away from your body
Discard into a lidded rubbish bin
Perform hand hygiene
Palms, back of hands, finger webs, back of fingers, thumbs, finger tips and wrists
Lastly, remove the mask
Do not touch the outer surface of the mask
Hold the ear loops only
Discard into a lidded rubbish bin
Perform hand hygiene
Palms, back of hands, finger webs, back of fingers, thumbs, finger tips and wrists
Wear a new mask
Wear a new pair of gloves
Done
