1. Who are eligible under the VSS?

The following Hong Kong residents are eligible to join VSS:

  • Pregnant women;
  • Elderly aged 65 years or above in this year;
  • Persons aged between 50 and 64 years;
  • Children aged between 6 months and below 18 years, or children aged 18 years or above who are studying at a secondary school in Hong Kong;
  • Persons with intellectual disability (PID) holding Registration Card for Person with Disabilities (with indication of intellectual disability or mentally handicap), or a certificate certifying the person is a PID or eligible for VSS 2023/24 issued by a registered doctor or the person in-charge from the designated institutions serving the PID;
  • Persons receiving the Disability Allowance;
  • Recipients of standard rate of “100% disabled” or “requiring constant attendance” under the Comprehensive Social Security Assistance (CSSA) Scheme

2. What kinds of identity document are accepted under the VSS?

Valid identity documents applicable to persons aged 11 years or above include:

  • Hong Kong Identity Card@; or
  • Certificate of Exemption

Valid identity documents applicable to children aged below 11 years include:

  • Hong Kong Identity Card@;
  • Hong Kong Birth Certificate indicating that the holder’s Hong Kong permanent resident status as “Established”;
  • Hong Kong Special Administrative Region Re-entry Permit;
  • Hong Kong Special Administrative Region Document of Identity for Visa Purposes (if the observation page bears the remark "The bearer has the right to return to the Hong Kong Special Administrative Region provided that the limit of stay in the Region imposed upon the bearer (as endorsed on this document) has not expired", the limit of stay in Hong Kong is still valid)
  • "Permit to Remain in the HKSAR" (ID 235B) showing unconditioned stay in the Hong Kong Special Administrative Region or that the holder’s limit of stay in Hong Kong is still valid;
  • Travel document with endorsement or relevant landing slip (if applicable), showing -
    • "Permitted to remain until (date*)"; or "Permission to remain extended until (date*)" (* the limit of stay in Hong Kong is still valid);
    • "The holder of this travel document has the right to land in Hong Kong";
    • "The holder arrived Hong Kong on (date) and was permitted to land in Hong Kong";
    • "Previous conditions of stay are hereby cancelled";
    • "Holder’s eligibility for Hong Kong Permanent Identity Card verified";
    • "Certificate of Entitlement to the Right of Abode in the Hong Kong Special Administrative Region";
    • "Unconditional stay in the Hong Kong Special Administrative Region had been granted"; and
  • Certificate issued by the Births and Deaths Registry for adopted children indicating that the holder's permanent resident status as "Established".

@ Except for those who obtained a Hong Kong Identity Card by virtue of a previous permission to land or remain in Hong Kong granted to him/ her and such permission has expired or ceased to be valid.

3. Is my child eligible for VSS if he / she is 18 years old?

Children who are Hong Kong residents and aged 18 years or above but attending a secondary school in Hong Kong are eligible for VSS. Parents have to show the attending doctor the child's Student Handbook or Student Card and submit a photocopy to the doctor.

4. Can my 3-month-old child get influenza vaccination and subsidy?

Influenza vaccine is not approved for use in children less than 6 months old. You may bring your child for vaccination when the child is 6 months old. Please consult family doctors for any enquiry.

5. Is my child eligible for the influenza vaccination subsidy if he / she holds a dependent visa to stay in Hong Kong with parents?

If your child's travel document has the endorsement showing "Permitted to remain until (date*)"; or "Permission to remain extended until (date*)" (* the limit of stay in Hong Kong is still valid), he / she is eligible for the influenza vaccination subsidy.

6. My child was born in Hong Kong. Is he / she eligible for the influenza vaccination subsidy although both of us are not Hong Kong residents?

Your child will be eligible for the influenza vaccination subsidy if he / she holds identity document that can prove his / her Hong Kong resident status.

7. My child, aged 18, is a Hong Kong resident and is attending primary school in Mainland / overseas. Is he / she eligible for the influenza vaccination subsidy?

No. Children aged 18 years or above are eligible for the influenza vaccination subsidy only if they are attending secondary schools in Hong Kong.

8. My child is under 18 years old but is not studying in secondary school. Is he / she eligible for the influenza vaccination subsidy?

Yes. Your child is eligible since he / she is under 18 years old. Furthermore, children who are Hong Kong residents and aged 18 years or above but attending a secondary school in Hong Kong are also eligible for the influenza vaccination subsidy.

9. Am I eligible for VSS to receive influenza vaccination if I am 50 years old on 1 December this year?

Yes. Hong Kong residents who are 50 years old or above this year are eligible for VSS to receive influenza vaccination. The vaccine recipients have to show the enrolled doctor the valid Hong Kong Identity Card or Certificate of Exemption to get subsidised influenza vaccination service.

10. My father, aged above 50 years old, is a Hong Kong resident and is living in mainland mainly. Is he eligible for the vaccination subsidy to receive influenza vaccination?

Yes. If he is a Hong Kong resident aged 50 years or above this year, he is eligible for VSS to receive influenza vaccination. He will have to show the enrolled doctor his valid Hong Kong Identity Card or Certificate of Exemption to get the subsidised influenza vaccination service.

11. Am I eligible to receive seasonal influenza vaccination with subsidy if I am 50 years old or above but stay in Hong Kong with a working visa issued by the Hong Kong Immigration Department?

If your working visa issued by the Hong Kong Immigration Department is still valid on the day of vaccination, you are entitled to receive influenza vaccination with subsidy. Please show your Hong Kong Identity Card to the scheme enrolled doctor for checking of your eligibility.

12. I am 50 years old, am I eligible to receive pneumococcal vaccination with subsidy?

No. Pneumococcal vaccination subsidy is only provided to Hong Kong residents aged 65 years or above.

13. For persons aged 12 to under 50 who are recipients of standard rate of “100% disabled” or “requiring constant attendance” under the Comprehensive Social Security Assistance (CSSA) Scheme, what documents should they bring to VSS clinics?

Please bring along valid “Certificate of CSSA Recipients (for Medical Waivers)” issued before 15 December 2018 or the Annex page of valid “Notification of Successful Application” / “Notification of Revision of Assistance” to prove the status of CSSA recipient. Moreover, please sign the self-declaration form provided at clinics enrolled in the VSS before vaccination as a proof of receiving standard rate of “100% disabled” or “requiring constant attendance” under CSSA.
