Programme Overview

Institutions and community groups can arrange vaccination activities at non-clinic settings via the Vaccination Subsidy Scheme (VSS Outreach) to provide subsidised seasonal influenza vaccination (SIV) and/or pneumococcal vaccination (PV) to eligible persons at non-clinic settings, for example, elderly centres, community halls, institutions serving persons with intellectual disabilities, etc.

 

Persons eligible for receiving subsidised vaccination under VSS Outreach

The following Hong Kong residents are eligible to receive subsidised vaccination under VSS Outreach in 2024/25 season.


Seasonal influenza vaccination (SIV)

  • Persons aged 50 years or above (count by year of birth)
  • Children and adolescents aged 6 months to under 18 years (or secondary school students in Hong Kong) (count by date of birth)
  • Pregnant women
  • Persons with intellectual disability
  • Persons receiving disability allowance
  • Recipients of standard rate of “100% disabled” or “requiring constant attendance” under Comprehensive Social Security Assistance (CSSA)


Pneumococcal vaccination (PV)

  • Persons aged 65 years or above (count by year of birth)

Subsidy level of one dose of SIV in HK$260. For PV, the subsidy level is HK$400 per dose for 23-valent pneumococcal polysaccharide vaccine, and $800 per dose for 15-valent pneumococcal conjugate vaccine. Some doctors may impose extra fees on the top of the subsidy, some doctors may not charge extra fees.

 

How to arrange outreach vaccination activities?

Institutions and community groups (organisers) planning to arrange outreach vaccination activities should note that vaccination is a medical procedure. The organiser and the doctor in-charge of the arrangement must give due consideration to safety and liability issues when providing outreach vaccination service, such as vaccination procedures, vaccine storage, cold chain management, infection control practices and disposal of clinical waste, etc., to ensure quality vaccination service delivered to recipients. In addition, organisers should stay clear of associating with any improper financial (or advantage) transaction with the doctor/ medical organization and participants of the activity. Organisers and the doctor in-charge should refer to the following guideline when arranging outreach vaccination activities:

 

Organisers should select an enrolled VSS Outreach doctor and liaise with the doctor on vaccination arrangement. The list of VSS Outreach doctor is available in the eHealth System (Subsidies) website or can be downloaded from the following:

 

Organisers planning to arrange outreach vaccination activities should notify the Department of Health at least 7 days before the outreach vaccination activity.


Organisers should keep a record (log) of participant list that has received the vaccination on the scheduled day and submit a completed Vaccination Report (on Vaccination Day) to the Department of Health within 7 days after completion of the outreach vaccination activity.
