Starting from 27 March 2024, eligible citizens aged 6 months or above who are still not vaccinated or have not yet completed initial doses, may choose to receive XBB vaccine as their initial vaccination for free, while persons belonging to high-risk priority groups may receive XBB vaccine as their initial doses and additional booster for free.

For people who have made an online booking before 27 March 2024 to receive other mRNA vaccines, XBB vaccines will be provided to complete their initial vaccination in venues offering XBB vaccination services.

All eligible persons can choose other currently available COVID-19 vaccines based on personal preference.

Programme Overview

To safeguard public health and to allow the resuming of normal activities of society gradually, the Government is implementing a territory-wide COVID-19 Vaccination Programme (the “Government Programme”) free of charge for eligible persons.

Based on local studies and experience, three doses of COVID-19 vaccines are highly effective against severe disease and death. Members of the public, who have not received the first three doses of vaccine and have never been infected, they are recommended to get free vaccination as early as possible for self-protection.

The key to maintain the protection conferred by the vaccine is to receive suitable doses in a timely manner according to the vaccination schedule. The World Health Organization (WHO) also said that high-risk persons should receive booster doses at appropriate times to lower the risks of serious illness and death. Hence, citizens belonging to priority groups are recommended to receive an additional vaccine booster (upon completion of initial doses) at least 180 days after their last dose or recovery from COVID-19 infection (whichever is later) free of charge under the Government Programme.  Regardless of the number of vaccine doses they received in the past, the choice of 2023/24 additional vaccine booster for eligible persons could either be inactivated / mRNA COVID-19 vaccine and as long as the use of selected vaccine is age-appropriate.

Persons Eligible for Receiving Vaccination

Hong Kong residents

Hong Kong citizens can receive vaccine dose(s) free of charge under the Government Programme according to the latest recommended vaccination schedule. For details, please refer to “How many doses of COVID-19 vaccine are recommended for me?”.

Non-Hong Kong residents

From 16 January 2023, non-Hong Kong residents are generally not eligible for receiving any COVID-19 vaccination under the Government COVID-19 vaccination programme (the Government Programme), except for persons belonging to the categories as specified in this file.

If you are not in the above-mentioned eligible groups to receive free vaccination, you may consult your family doctor and consider vaccination at your own expense for personal protection. Eligible citizens visiting the hospital for follow-up appointments, in particular patients of specialist out-patient clinics, can opt for vaccination without prior booking when they have their follow-up medical consultation.

Inactivated vaccines will be provided to patients or citizens receiving services at DH’s designated clinics, including *Elderly Health Centres, Maternal and Child Health Centres, Chest Clinics, Integrated Treatment Centre, Education and Training Centres in Family Medicine, Social Hygiene Clinics and Dermatological Clinics, etc.

Booking for vaccination services at the aforementioned clinics is not opened to the public.

 

*Designated Elderly Health Centres will provide inactivated COVID-19 vaccination service to the elderly aged 65 years or above. Some of the Elderly Health Centre will arrange to provide mRNA COVID-19 vaccine for elderly aged 65 years or above, and booking is required [Click here for online booking].

Remarks:

1 Parents/guardians are required to present the original copy of their children’s identity document.  In the event that the identity document of a student aged 3 to 11 years does not contain any photograph of the student, such as a birth certificate, the student has to present his/her school document (such as a student handbook), which has the student’s photograph, to receive vaccination.  Should the Identity Document of the child does not bear a photo and the child does not have student's handbook or other identity document with photo, discretion will be exercised to verify the identity of the child by other means in light of the circumstances.

2 Consent form to be signed by parents / guardians under the following situations:

  • Apart from the consent form,
    • Children aged 3 to 11 years have to be accompanied by an adult family member or a domestic helper to receive vaccination
    • Children aged below 3 years have to be accompanied by their parents/guardians in person when receiving vaccination

3 Persons aged 60 years or above may seek assistance for COVID-19 vaccination bookings at the following venues:

In addition, designated Elderly Health Centres (EHCs) under the Department of Health would provide COVID-19 vaccination service for members and non-members aged 65 years or above, and all EHCs would provide assistance for elderly people in need to make online bookings for COVID-19 vaccines which are not provided at that EHC.

Vaccination Records

Citizens will receive their vaccination records in paper form after vaccination. They can also download the electronic / printable version through the "Vaccines" function on the eHealth mobile application (eHealth app).

COVID-19 Vaccination records issued by Hong Kong Special Administrative Region Government have been added with information on the date of birth and gender of the vaccine recipient, as well as the manufacturer of the vaccine received since September 29, 2021. From January 2023, the paper / printable COVID-19 Vaccination records would indicate whether the vaccination administrated was provided under the Government Programme.
